COMMERCIAL CRIME INVESTIGATION UNIT
General
The Commercial Crime Investigation Unit is a specialised unit of the Criminal Investigation Department, which is charged with the investigation of complicated and extensive commercial offences.
The Unit is situated in Windhoek only, and falls under the direct command of the Commissioner : Criminal Investigation Department, National Headquarters.
When a commercial or economic related offence is report at stations or detective units, and the investigator needs assistance, the Commercial Crime Investigation Unit must immediately be contacted.
Duties and Responsibilities
To investigate all commercial and economic related offences, as follows;
Fraud : normal daily offences in respect of personal or business cheques, situations where stolen cheques are used for payment, and instances where bank accounts are opened with either stolen identity cards or fictitious names are used.
Fraud : Syndicate involvement, matters where business and government cheques and orders are involved.
Forgery and uttering : Instances where financial losses occurred regarding the posting of persons which should not have happened.
Computer and bribery offences where government officials are involved.
Credit Card fraud.
To gather and spread information concerning commercial and economic related crimes.
To establish a computer data system with regards to victims, witnesses and suspects.
To do training with regards to the investigation of commercial and economic related crimes.
To advice and assist Regional Crime Investigation Units with the investigation of commercial and economic related crimes.
To do prevention of commercial crime and to search in the prediction of crime pattern.
To maintain sound relationship with the Prosecutor-General, Senior Prosecutor and other branches of the judiciary.
To liaise with banks and other financial institutions.
To maintain liaison with commercial investigation agencies in foreign countries, through Interpol, NCB, Windhoek.
All other cases assigned by Head Quarters to the unit for investigation.
CRIME INFORMATION UNIT (C.I.U.)
General
This unit falls under the command and supervision of the Unit Commander of the Crime Information Unit, Windhoek.
Duties and Responsibilities
Computerisation of stolen vehicles and stolen property.
Cancellation of such vehicles and stolen property recovered.
Confirming of information for vehicle clearances, upon request.
Circulation of information regarding stolen vehicles to all Regional Commanders and border posts.
Checking of possible stolen vehicles on computer.
DRUG LAW ENFORCEMENT UNIT
General
The Unit falls under the direct command of the Commissioner : Criminal Investigation Department.
Offices of the Unit are situated at Windhoek, Grootfontein, Walvis Bay, Keetmanshoop, and Katima Mulilo
In cases where less than 115 grams of Cannabis and less than 5 Mandrax tables are confiscated, the station concerned may continue with the investigation.
The Drug Law Enforcement Unit must immediately be informed of all drug related cases.
INTERNATIONAL POLICE, NATIONAL CENTRAL BUREAU, WINDHOEK
General
This Unit falls under the direct command of the Commissioner : Criminal Investigation Department.
Duties and Responsibilities
Communicate with countries abroad regarding crime at international level.
Receive and deal with all Interpol enquiries.
Filing and diffusion of circularise received from Interpol.
Providing Interpol with statistics as instructed.
Dealing with enquiries from Namibia and abroad.
Dealing with immigration regarding deportation of foreign wanted criminals.
Attend from time to time, meetings/conferences abroad.
Assist in identification of unidentified bodies of foreigners.
Diffusion of circularise to these authorities entitled to receive such.
MOTOR VEHICLE THEFT INVESTIGATION UNIT
General
This Unit falls under the direct command and supervision of the Commissioner : Criminal Investigation Department.
Duties and Responsibilities
The prevention, combating and investigation of motor vehicle thefts.
The identification, locating and recovery of stolen vehicles.
To establish good relationships and co-operation with neighbouring countries, with regards to stolen vehicles, through Interpol, NCB, Windhoek.
Maintaining a record system for all stolen vehicles.
NAMIBIAN POLICE CRIMINAL RECORDS CENTRE (N.P.C.R.C.)
General
This Unit falls under the command and supervision of the Commanding Officer, Crime Investigation Support Unit, Windhoek.
Duties and Responsibilities
The collection and preservation of information for the identification, apprehension and supply of information concerning criminals in Namibia and neighbouring countries.
The supply of previous criminal history and records of arrested, convicted and suspected persons to those authorised to receive it.
To ensure that instructions regarding the taking of fingerprints, description and photographs are promptly and accurately complied with.
To receive and control finger-prints, photographs and other particulars.
To centralise, as far as possible the records of all criminals and offenders in Namibia.
To conduct all enquiries relating to criminals in so far as photographs, finger-prints, etc, are concerned either from or to countries outside Namibia.
Issuing of Certificates of Conduct upon receipt of such applications.
Recording of information regarding prisoners released on parole.
Prepare and submit evidence in cases where previous convictions are denied.
NAMIBIAN FORENSIC SCIENCE INSTITUTE
General
The National Forensic Science Institute has at it's disposal all the technology and experts required to assist the investigator with regard to analysis and comparison of exhibits of any nature.
The various materials which can be examined is too numerous to provide a complete list.
An experienced investigator will realise that each crime has unique circumstances with the result that the nature of exhibits are many.
The purpose of the Institute can be described as follows.
To institute impartial investigation into any questions submitted by members of the Namibian Police with regard to investigation of crime.
To provide assistance during investigation at a scene of crime (especially of serious nature) in order to provide all possible clues.
PROTECTED RESOURCES UNIT
General
The Unit Head Office is situated in Windhoek, with units at Tsumeb, Luderitz, Oranjemund, Swakopmund, Karasburg and Katima Mulilo.
All units fall under the command and supervision of the Commanding Officer, Protected Resources Unit, Windhoek.
The Unit has two principal areas of responsibilities:
control of the mining sector and investigation of matters relating to precious metals and minerals; and
to investigate cases relating to protected wildlife and game products.
Members who obtains any information regarding the illegal dealing in precious metals and minerals or cases relating to protected game products must immediately contact there nearest Unit.
Duties and Responsibilities
The control and supervision of diamond mines, diggings, prospecting activities, diamond cutting operations, manufacturing jewellers, dentist and recovery operations.
The control of persons recruited into the employment of diamond diggers and gold-mining operations, and diamond cutting operations.
The allocation of quotas, licenses and the control thereof.
Supervision of import and export of precious metals and minerals.
The investigation of fraud cases involving the sale of worthless facsimiles of precious metals and minerals.
The investigation of cases relating to protected game products.
SCENES OF CRIME UNITS
General
These Units falls under the command and supervision of the Regional Commander of the region.
Their services are extremely essential in all critical investigations and proceedings at trials.
The duties of the Units can be utilised in the following cases;
Homicide;
All critical incidents where fire-arms are involved;
All suicides by fire-arms;
Culpable homicide, and
serious industrial and other accident or disasters.
Duties and Responsibilities
To visit scenes of crimes, and search for fingerprints, in cases where it is suspected that the criminals may have left their finger-prints.
To compare finger-prints found at the scene of crime with those of suspects.
To take photographs and prepare plans in cases of serious nature.
Where necessary, to assist with the duplication of documents, plans, and photographs in criminal cases.
To give evidence in criminal cases concerning finger-prints, photographs, plans and other matters as may be prescribed.
Etching of items of which serial numbers have been exterminated (vehicles, fire-arms etc.)
Collect and dispatch exhibits at scenes of crime for forensic analysis.
To gather, pack and dispatch evidence to the National Forensic Science Institute.
SERIOUS CRIME INVESTIGATION UNIT
General
The unit will be based in Windhoek under the control and supervision of the Unit Commander of the unit.
The Unit Commander will be responsible to the Commissioner : Criminal Investigation Department at Head Quarters.
Duties and Responsibilities
To concentrate on the detection and apprehension of persons involved in serious crime.
To provide organised detective experience in support of crime enquiries and to assist in the investigation of serious crimes which are of a force-wide nature.
To liaise closely with the Protected Resources Unit, Drug Law Enforcement Unit and the Commercial Crime Investigation Unit in the investigation of serious crime.
To maintain a criminal intelligence system which will collect, evaluate and disseminate information about crimes and criminals operating throughout Namibia.
WOMEN AND CHILD PROTECTION UNIT
General
Units have been established at Windhoek, Oshakati, Keetmanshoop, Walvis Bay, Ludertiz, Mariental and Opuwa.
The units resort under the command and supervision of the Regional Commander of the Region.
The following cases are investigated by the Unit:
rape or attempted rape;
incest;
indecent assault;
sodomy (in respect of all complainants under 18 years of age);
abduction;
physical abuse of persons under the age of 18 years, where such abuse occurs continuously (not as once off incidents), including cases where females and children are involved simultaneously;
offenses under the Combating of Immoral Practices Act (Act 21/1980) where persons under the age of 18 years are involved; and
offenses under the Child Care Act (Act 33/1960).
Where qualified investigating members are not attached to the unit, a qualified investigation member must be identified at the location, who must then investigate such cases in close co-operation with the unit.
When any case, as mentioned in S.1.c., is reported at any station where a unit of the Women and Child Abuse Unit exist, the member on duty must immediately be contacted.
A member receiving the initial report, must not interview/interrogate a women or child who had been subjected to any form of sexual abuse.
Where a fresh pursuit is needed, male members should, if possible, ask the assistance of another female member to support the victim.
Duties and Responsibilities
To establish whether a crime had been committed, if not, the matter will be referred.
Obtain F.I.C.(First Information of Crime).
Arrange for medical examinations.
Obtain J88. (Medical Report by Medical practitioner).
Submit Rape kit to the National Forensic Science Laboratory.
Obtain supplementary supporting statements in instances where witnesses are readily available.
This alleviates the workload of the Investigating Officer and facilitates subsequent court appearances.
The completion of such investigations where qualified investigators are available on the unit.
All arrangements necessary for the care and further supervision of the victims of such offenses, as far as these responsibilities fall within the scope of the responsibilities of the unit.
